PROBLEM TO BE SOLVED: To prevent failure in transfer of toner to a photoreceptor, due to a charge increase of toner, and also to prevent a leak current between a developing roller and a photoreceptor. SOLUTION: The developing device includes a developing roller 41e that supplies toner to the photoreceptor while rotated around a rotating shaft. The developing roller 41e includes: a cylindrical core portion 41f formed from a conductive body; a first resistance layer 41g conveying the peripheral face of the core portion 41f; a second resistance layer 41h covering the first resistance layer 41g and lower in resistance than the first resistance layer 41g; and a leak current preventing means that prevents current from leaking from the core portion to the second resistance layer via the ends of the developing roller in the direction of the rotating shaft.
