<p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus capable of more stably improving the picture quality of an area including a skin color even when a color temperature of a light source and a control state of white balance are changed. <P>SOLUTION: The image processing apparatus is provided with a determination means for determining a color temperature from a white balance control state and a correction means for correcting a quantization step calculated based on a target code amount of the whole image on the basis of a determined result of the determination means. Further, the image processing apparatus is also provided with a setting means for setting filter strength based on a correction result of the correction means, a filtering means for filtering a skin color determining area by the filter strength set by the setting means, and a quantization processing means for quantizing the skin color determining area by the corrected quantization step.
