PROBLEM TO BE SOLVED: To provide a content distribution system for achieving a function for tracking an unauthorized person by an encryption method with bilinear mapping as a base. SOLUTION: The content distribution system 1 includes: an encryption information generation device 10 for generating encryption information to be used for encryption; a secret key generation device 20 for generating a user secret key from the encryption information; and a content generation device 30 for distribution for generating content for distribution by adding header information generated based on the encryption information to content. The encryption information generation device 10 generates the coefficients of two polynomials and a public key using bilinear mapping as encryption information, and the secret key generation device 20 generates the user secret key based on the coefficients of the two polynomials, and the content generation device 30 for distribution generates header information based on a public key.
