PROBLEM TO BE SOLVED: To provide a frequency selective type electromagnetic wave absorber having a wide range resonance frequency with superior visibility, while being made thin. SOLUTION: A transparent electromagnetic absorber 1 includes a refractive layer 4, having a fine mesh pattern 3 formed on a plane of a transparent base material 2; a transparent solid dielectric layer 6a stacked thereon via a viscous adhesive layer 5a; a frequency selective shield layer 10a stacked thereon via a viscous adhesive layer 7a, has a fine line pattern 9a of a FSS formed on a plane of a transparent base member 8a; a transparent solid dielectric body layer 6b, formed thereon via a viscous adhesive layer 5b; and a frequency selective shield layer 10b, formed thereon with a viscous adhesive layer 7b, wherein a fine line pattern 9b of the FSS element is formed on a plane of a transparent base member 8b. The fine mesh pattern 3 and each fine patterns 9a and 9b has a line width of 15 to 80μm. The array distance of fine line patterns 9a and 9b are disposed in a position overlapping each other.
