PROBLEM TO BE SOLVED: To provide a non-broken water meter even when a water amount exceeding a proper flow rate is made to flow. SOLUTION: The water meter throttles an opening amount of a flow rate regulating amount 170 with a control part 180 when an instantaneous flow rate exceeds a set proper flow rate by measuring the instantaneous flow rate of a consumer.
