PROBLEM TO BE SOLVED: To provide an image processing device, an image processing system, and an image processing program which, when generating a derived document by combining a plurality of documents which have different protection information defining their manipulation authorities, determine a protection information inherited to the derived document in order to process its image. SOLUTION: The image processing system includes: a protection information managing means which manages document identification information by associating it with original document identification information and protection information; an acquiring means to acquire each protection information from the protection information managing means, which corresponds to each piece of identification information extracted from each piece of image information scanned from a plurality of paper documents; a protection information generating means which generates common protection information by identifying common protection information among each acquired protection information; a determination means to determine whether manipulation on each paper document is allowed or not using each piece of protection information; an image processing means to generate a derived document by combining the plurality of image information if the manipulation on each paper document is allowed; a registering means which generates an identification information of the derived document and registers the generated identification information to the protection information managing means by associating it with the common protection information and the identification information of each paper document.
