SOLUTION: In the method for manufacturing a carrier for electrostatic charge image development, the carrier is obtained through: a step (A) of forming a magnetic brush comprising a plurality of magnetic particles as a carrier core material on a surface of a magnetic particle carrying member; and a step (B) of immersing the magnetic brush together with a counter electrode in a solvent and applying a voltage between the magnetic brush as an electrode and the counter electrode to form a coating layer derived from the solvent on the surface of the magnetic particles constituting the magnetic brush.
