PROBLEM TO BE SOLVED: To provide a charger that makes it possible to suppress energy loss and lengthen the life of an electric double layer capacitor. SOLUTION: The charger is so constructed that the following is implemented: power stored in a secondary battery 2 is supplied to the electric double layer capacitor 3 to charge the electric double layer capacitor 3; and while the electric double layer capacitor 3 does not supply power to a load 4, at least part of the power stored in the electric double layer capacitor 3 is discharged to the secondary battery 2.
