<P>PROBLEM TO BE SOLVED: To solve a problem that deterioration of luminance and resolution occurs and an image quality is degraded to a great extent if a power saving is simply carried out. <P>SOLUTION: In the plasma display having as at least a part of composing elements a plasma panel and a driving means or a means for impressing a voltage on the plasma panel, the plasma panel has at least a plurality of discharging cells as a part of the composing elements, and the discharging cell has, as at least a part of the composing elements, an electrode for impressing a voltage on the discharging cell, a discharging space where discharging is formed, and a phosphor film which emits visible light through excitation by ultraviolet ray generated by the discharging, and there is a distribution of a luminance inside a panel where the luminance becomes lower gradually from a panel central portion to a panel peripheral portion, and a luminance ratio in the panel (a panel peripheral portion/panel central portion) (P) is 0.4≤P≤0.8.
