<p><P>PROBLEM TO BE SOLVED: To solve the problem that fishery damage is generated in the culture of fish and shellfish or the like, since ballast water in a ship such as a crude oil tanker, a natural gas transportation ship, an ore carrier or the like is injected into the ship with sea water and fresh water of its water area in the water area in which unloading has been carried out, and the ship moves to a next port in order to load cargos again and discharges contamination such as an oily portion in the ballast water and bacteria and plankton in the loaded ballast water or the like for discharging the ballast water in the ship at a port call water area in order to load cargos, thereby contamination is carried out physically with the oily portion, a red tide is generated by a reason that the bacteria and the plankton of different kinds are propagated extraordinarily and the plankton of shellfish toxicity is bred. <P>SOLUTION: Purification water is supplied as the ballast water to the ship 11 after unloading has been carried out by providing a purification water supply system equipped with a purification plant 2 in the water area 1 and the offshore water area of the port call in which the unloading is carried out or the water area and the offshore water area on the way of a route after the port call.
