PROBLEM TO BE SOLVED: To provide a heat foaming sheet which uniformly foams in all directions, and to provide its manufacturing method and a foam filler member equipped with the heat foaming sheet. SOLUTION: The heat foaming sheet which has an aspect ratio of 1.5 or less when heated at 160°C for 20 minutes is obtained by the manufacturing method comprising the extrusion process for extruding a heat foaming material containing a polymer and a blowing agent to an isotropy containing shape including an isotropic part of substantially circular arc, and the sheet forming process for forming the heat foaming material extruded in the extrusion process in a sheet shape.
