<p><P>PROBLEM TO BE SOLVED: To provide an apparatus and method that controls the position and form of substances, such as liquid, solid, or powder with a low voltage. <P>SOLUTION: An electric layer 10 and control electrodes 12a and 12b are counterposed to each other, and a substance 14 due to be controlled is arranged between this electret layer 10 and the control electrodes 12a and 12b. A controller 18, which controls electrostatic energy between the electret layer 10 and the control electrodes 12a and 12b, is connected beforehand to the control electrodes 12a and 12b, and this controller 18 includes a capacitor 20 and a switch 22. The switch 22 switches connection states between the control electrodes 12a and 12b and capacitors 20 and an earth.
