PROBLEM TO BE SOLVED: To provide a scheduling method that a wireless base station can use a modulation method suitable for every mobile station and improve its throughput, and the wireless base station. SOLUTION: The wireless base station uses an orthogonal frequency division multiplexing method and performs communications using three or more frequency bands. The wireless base station has a transmission means for transmitting a first channel using at least one of the three or more frequency bands and a second channel, the power of which is smaller than that of the first channel, using at least remaining one of the three or more frequency bands in a common time, a receiving state detection means for detecting the receiving state of one or more mobile stations which exist within its cell, and a scheduling means for determining either of the first or the second channel as a channel to be applied to at least downlink that the mobile station uses in the detected receiving state, a modulation method and a transmission power.
