PROBLEM TO BE SOLVED: To provide a paper feeder for producing good printed matters while preventing the meandering or skewing of paper, and for requiring a reduced installation space, and to provide a stencil printing device equipped therewith. SOLUTION: The paper feeder 4 comprises a paper feed tray 20 supported by a device body for stacking paper P on the upper face, a pair of side fences 30, 31 arranged on the upper face of the paper feed tray 20, auxiliary fences 32, 33 mounted at the downstream-side ends of the side fences 30, 31 in a paper carrying direction, respectively, for aligning the paper P in the cross direction, and a paper feed roller 21 rotatably supported by the device body for feeding the paper P on the paper feed tray 20. The auxiliary fences 32, 33 are arranged at positions of interfering with the paper feed roller 21 when the paper feed tray 20 is moved up.
