<P>PROBLEM TO BE SOLVED: To provide a developing device that eliminates the need to reversely rotate a developer carrier, and relaxes fusion of toner on the doctor blade, and to provide a process cartridge equipped with this developing device, and to provide an image forming apparatus, etc. <P>SOLUTION: The two-component developing device for the image forming apparatus restricts developer, held on the developer carrier, by means of the doctor blade and develops a latent image on the image carrier by attaching developer after the restriction. Toner for use in this device is pulverized toner and a particle diameter per number of particles is 2.0 μm or less and content is 10 particle % or more.
