PROBLEM TO BE SOLVED: To solve the problem, wherein the time-series observation values obtained from a plurality of sensor nodes are various, missing due to radio and deviation in observation timing between the plurality of nodes occur. SOLUTION: A data structure 212 is defined which is constituted of a data part 802, where time-series information of observation values collected in a plurality of kinds of observation patterns us recorded as observation data of sensor nodes and a meta part 801, where the type of the time-series information in the data part 802 and required information are recorded. A sensor net server 101 defines the data structure 212 as a shared interface between middleware that performs collection and accumulation, and an application that performs analysis, and stores the data structure 212 into a database, without modifying the structure of the data part 802 and performs processing, complementing and correction, by using an observation value processing section 208 for transforming the structure of the observation values, according to user requirements, a missing complement section 210 and an observation time correction section 209 for correcting missing or observation timing deviation, in response to the application requirements.
