PROBLEM TO BE SOLVED: To provide a blur correcting device contributed to suppress execution of unnecessary blur correction processing, and an imaging apparatus. SOLUTION: An imaging apparatus comprises a blur correction processing section for correct blurs of an image to be corrected based on an output signal of an imaging element, and a blur correction control section for estimating uniformity of blurs included in the image to be corrected and controls whether or not the correction can be executed by the blur correction processing section on the basis of a result of the estimation. For example, movement of the imaging apparatus between shooting two preview images obtained just before shooting the image to be corrected is detected by an angular velocity sensor, on the other hand, face regions are extracted from the two preview images, respectively, and position displacement is detected in the face regions in the preview images. Then, a vector representing the movement of the imaging apparatus is contrasted with a vector representing the position displacement in the face regions and when a difference between the both is great, it is estimated that the uniformity is being reduced by the movement of a face in a real space, so that the correction is prevented from being executed by the blur correction processing section.
