PROBLEM TO BE SOLVED: To enable retransmission efficiently while limiting complexity of an operator. SOLUTION: A communication control device performing call control between telephone terminals comprises: a schedule acquisition means for acquiring preset action schedule data representing action schedules of an operator of a telephone terminal corresponding to a telephone number in question based on the telephone number of the telephone terminal that is in call control; a retransmission setting means for setting recall control schedules between the telephone terminals based on the acquired action schedule data and storing them as retransmission schedule data; and a recall control means for making call control between the telephone terminals based on the retransmission schedule data.
