PROBLEM TO BE SOLVED: To maintain a broadcasting function of information to many and unspecified persons even if under a status in which a communication failure tends to take place and thereby strong and reliable information distribution is enabled. SOLUTION: A control server SV and respective substations SMM, SMI, SMA and SMF which are distributed and arranged in a service area can be selectively connected through a cellular phone network NW1, IP network NW2, and an MCA network NW3. The control server SV includes cooperative interfaces 221-22n corresponding to the respective networks and a cooperation control response management module 24, creates requesting telegram messages to be transmitted to a plurality of substations by this module 24 responding to input of a distribution request from a personal computer PCC for clients, and transmits the messages to the substations from corresponding cooperative interfaces 221-22n after conversion into formats corresponding to the network which uses the data format of this requesting telegram message.
