PROBLEM TO BE SOLVED: To provide a paving material with sufficient strength, which can sufficiently suppress rise in temperature, which can be colored in an arbitrary color, and which does not require an additional layer for forming a paved surface on a surface of a pavement body and to provide a manufacturing method for the paving material. SOLUTION: This paving material is an aggregate which is composed of a plurality of particles; and each of the particles includes a core material, and an infrared shielding particle with a diameter of 0.4-3.0μm, which is arranged on the outer periphery of the core material via a resin.
