PROBLEM TO BE SOLVED: To provide a rule-based management system, a rule-based management method and a rule-based management program for improving the accuracy of monitoring rules. SOLUTION: The rule-based management system is provided with a grouping calculation means, a group specifying means, and a rule execution part. Equipment are grouped according to the degree of similarity of quality information behavior by the grouping calculation means from past quality information regarding the equipment to be managed, a monitoring rule is prepared for each group; and when quality information regarding the equipment to be managed each time is obtained, a group which the equipment belongs to is specified by the group-specifying means, and discovery analysis is performed, on the basis of the monitoring rule and the quality information corresponding to the specified group.
