PROBLEM TO BE SOLVED: To effectively prevent the coming off of a snap ring from an adjuster guide part without dropping out the snap ring which is fixed and arranged around the outer circumference of the adjuster screwed so as to appear and disappear at the guide part of an axial core part of a cap member. SOLUTION: When contacting the inner circumference side lower end of the guide part 2a by fitting to the outer circumference of the lower end part 3a in the adjuster 3 which projects from the lower end of this guide part 2a while being screwed so as to appear and disappear at the guide part 2a of axial core part of the cap member 2 for closing the upper end opening of the car side tube T1, the snap ring 1 to prevent the coming off from the guide part 2a of the adjuster 3 does not bite the other end extended in the winding direction of this snap ring 1, which prevents a bite phenomenon to the inner circumference side lower end of the guide part 2a which adjoins the outer circumference side of this snap ring 1.
