PROBLEM TO BE SOLVED: To provide a development environment of high security level for a key mounting system. SOLUTION: In a system having an LSI equipped with a secure memory, the LSIs having common constitution are set to a "development mode" different from an "article operation mode" and a program is developed. Further, the LSI is set to an "administrator mode" and a key generating program is developed and encrypted; and the LSI is set to a "key generation mode" and the encrypted key generating program is executed to generate various keys.
