PROBLEM TO BE SOLVED: To provide a bicycle handlebar capable of being rotated 90 degrees by simple operation and preventing rainwater or the like from infiltrating into it. SOLUTION: In the bicycle handlebar 1, an external pipe 30 and an internal pipe 40 are each attached to the inside and outside of a pipe section of an upper stem 10 with first and second assembly pins 60<SB>1</SB>, 60<SB>2</SB>so that the external pipe 30 can be slidable upward and downward and the upper stem 10 can rotate 90 degrees in a circumferential direction of the external pipe 30. The external pipe 30 and the internal pipe 40 are also each attached to the inside and outside of a lower stem 20 with third and forth assembly pins 60<SB>3</SB>, 60<SB>4</SB>so that the external pipe 30 can be slidable upward and downward and the internal pipe 40 is fixed.
