PROBLEM TO BE SOLVED: To provide a cleaning device capable of preventing formation of a liquid ring and to provide an image forming apparatus. SOLUTION: The cleaning device includes: an image carrier 10Y holding a development image formed from liquid developer; an image carrier cleaning roller 16Y disposed in contact with the image carrier 10Y, thereby cleaning it; an image carrier cleaning roller cleaning blade 17Y disposed in contact with the image carrier cleaning roller 16Y, thereby cleaning it; and an image carrier cleaning blade 18Y disposed in contact with the image carrier 10Y, thereby cleaning it. The axial length (a) of the image carrier cleaning roller 16Y is greater than the axial length (b) of the image carrier cleaning roller cleaning blade 17Y but shorter than the axial length (c) of the image carrier cleaning blade 18Y.
