PROBLEM TO BE SOLVED: To set motion vectors correctly. SOLUTION: A motion vector set for a focused pixel 152 is a motion vector V3. Motion vectors V1 and V3 are detected from a first region 153 while motion vectors V1, V2, and V3 are detected from a second region 154. The motion vectors V1 and V3 detected from both the first region 153 and the second region 154 are rearranged according to the frequencies with which these vectors were detected from the second region 154. The motion vector detected with higher frequency is set as a motion vector of the focused pixel 152. In this case, the motion vector V1 is set as a motion vector of the focused pixel 152. Therefore, the motion vector V3 of the focused pixel 152 is replaced with the motion vector V1. This invention can be applied to compression or decoding using motion vectors.
