PROBLEM TO BE SOLVED: To provide an image retrieval device and an image retrieval method capable of improving robust nature against rotation and occlusion. SOLUTION: A histogram generation section 13 generates a histogram for showing a pixel number distribution of gray image data when converting into the gray image data at a gray processing section 12. An amount of feature unchanged by rotation for showing a local texture centering around the attention pixel is calculated for each pixel on the basis of a shading contrast of an attention pixel and a shading contrast of a plurality of peripheral pixels almost circumferentially surrounding the attention pixel, and the histogram is generated on the basis of the calculated amount of feature. A retrieval section 15 retrieves similar image data on the basis of the histogram of the registered image data and the histogram of the input image data, and a display section 16 displays retrieved results.
