Driving stability and durability are improved effectively. A protecting layer (43) having reinforcing cords (41) embedded inside is disposed between a tread (35) and a belt strengthening layer (31). Thus, a strong bending force occurring when a pneumatic tire (11) runs onto a sharp protrusion or level difference is distributed and applied to both of the protecting layer (43) and the belt strengthening layer (31). As the result of this, even when reinforcing elements (33) included in the belt strengthening layer (31) is stretched with a strong tensile force by filled inner pressure, increase of strain occurring at the reinforcing elements (33) can be suppressed effectively.
