PROBLEM TO BE SOLVED: To sufficiently highly accurately estimate a mean degree of polymerization of insulating paper in oil-immersed transformers and reduce the amount of work and costs required for the estimation of the mean degree of polymerization of the insulating paper. SOLUTION: In a degradation diagnosis method, a model for estimating a mean degree of polymerization is constructed by learning models with measurement data on gases in oil in insulating oil OL, a total acid number, and a withstand voltage as a first input factor group; measurement data on mean degrees of polymerization each measured at the time of the start and the completion of the use of an oil-immersed transformer 20 as a second input factor group; and an estimated value of a mean degree of polymerization of insulating paper as an output factor. Measurement data immediately close to a plurality of types of the gases in oil in the insulating oil in the oil-immersed transformer 20 to be diagnosed, the total acid number, and the withstand voltage are inputted to the model for estimating a mean degree of polymerization to estimate an estimated value of a mean degree of polymerization of the insulating paper in the oil-immersed transformer 20 by the model for estimating a mean degree of polymerization.
