PROBLEM TO BE SOLVED: To provide a PDP and its manufacturing method capable of exhibiting excellent image display performance even in a high definition cell structure, by restraining the occurrence of a discharge delay by improving a discharge characteristic in a protective layer. SOLUTION: An MgO particulate group 16 including a halogen atom in the surface vicinity, emitting the light by being excited by an ultraviolet ray of≤165 nm and dispersively arranging MgO particulates 16a having afterglow time of its light emission being≥2 ms in a plane shape, is formed in a surface part of a surface layer 8. The halogen atom is adjusted so as to be included in the surface layer vicinity (particularly, an area of at least≤4 nm toward the particle inside from a particle surface layer) of the MgO particulates 16a.
