PROBLEM TO BE SOLVED: To quickly converge actual idling speed to target idling speed when actual idling speed is lowered during the execution of the ISC (Idling Speed Control) of an engine. SOLUTION: When the actual idling speed is lowered during the ISC, the actual idling speed is accelerated by executing estimated correction to accelerate the actual idling speed. A first correction coefficient K1 is learned according to an overshoot quantity of the actual idling speed (revolution speed acceleration quantity exceeding the target idling speed) and a second correction coefficient K2 is learned according to the information of the deterioration of the engine 11 with time at the execution of the estimated correction. Estimated correction is executed by using the quantity corrected by the correction coefficients K1, K2 in the next estimated correction opportunity. Consequently, the accuracy of the estimated correction quantity can be improved at the execution of estimated correction, and a property of the convergence of the actual idling speed to the target idling speed by the estimated correction can be improved.
