An aggregate substrate and varistor are provided to easily produce a varistor having high radiation efficiency. An aggregate substrate comprises a first varistor unit(10), second varistor unit(20) and radiation layer(8). The first varistor unit comprises a first varistor element layer(11) and plural first inner electrodes(12). The first varistror element layer expresses the voltage non linear characteristic. The second varistor comprises a second varistor element layer(21) and plural inner electrodes(22). The radiation layer has a fifth circumferenece and sixth circumference facing each other.
