A risk management apparatus and a service redirection method by using the risk management apparatus are provided to improve the efficiency in system management by providing a service without discontinuous through service redirection among communication networks. A risk management device(200) includes an information extraction unit(210), a risk state judgment unit(220) and a service redirection unit(230). The information extraction unit extracts base station information and traffic information from a network management center(100) that collects the base station information and the traffic information of firs and second communication networks. The risk state judgment unit judges the risk state caused by the failure and traffic of the first and second communication networks based on the extracted base station and traffic information, and the service redirection unit provides a mobile communication service through the service redirection between the first and second communication networks according to the risk state judged by the risk state judgment.
