A method and a system for operating a USIM(Universal Subscriber Identification Module) using a temporary key having a key update processing device and a recording medium therefore are provided to share safely one USIM in a card company and a plurality of applet companies by updating the temporary key as a proper key of the corresponding applet company. A card issuing terminal(115) is used for applying a USIM. A USIM manufacturing company issues a fundamental applet included in the USIM. An IC chip of the USIM includes a memory region having a plurality of applet storage regions. A card issuing sever(100) issues a blank applet including temporary key data of applet issuing companies. A wireless USIM terminal(125) includes the USIM. An applet issuing terminal(120) is used for applying the applet by using the USIM. A USIM management system stores and manages USIM management information. An applet issuing server(105) issues the target applet. An OTA(Over The Air) server(110) is connected with the applet issuing server in order to transmit the target applet to the wireless terminal including the USIM through a wireless communication network.
