PROBLEM TO BE SOLVED: To obtain an effective placement of cells which suppresses power supply noise to a level having no impact on a neighboring circuit without disturbing the regularity of placement of circuit cells. SOLUTION: A semiconductor integrated circuit includes a trunk interconnect (e.g. 2S) wired in one direction, a plurality of branch lines (e.g. 20S) branched from a plurality of trunk interconnect points arranged at an equal interval, a plurality of cell lines each including a local voltage line (e.g. a virtual VSS line 30S) provided for each branch line, a switch between the local voltage line and the branch line, and at least one circuit cell connected with the local voltage line, and a plurality of control lines CL1-CL4 for connecting a predetermined number of switches (e.g. pairs of SW1, SW2, and the like) included in a plurality of cell lines separated from each other while holding one or more cell lines therebetween such that the predetermined number of switches is controlled simultaneously.
