PROBLEM TO BE SOLVED: To surely prevent blow-by in an expander. SOLUTION: This expander has a cylinder 71 forming a suction port 34 and a discharge port 35, a piston 75 stored in the cylinder 71 in an eccentric state to the axis of a rotary shaft, and a blade 76 for partitioning a fluid chamber 72 formed between the cylinder 71 and the piston 75 into the high pressure side and the low pressure side of fluid, and expands the fluid in the fluid chamber 72. In this case, the expander has a valve member 81 for closing a part between an inner peripheral surface of the cylinder 71 and an outer peripheral surface of the piston 75, up to time just after a contact point of the piston 75 and the cylinder 71 passes through the suction port 34 just before reaching the discharge port 35.
