<P>PROBLEM TO BE SOLVED: To provide stable communication even for a mobile communication terminal which moves fast. <P>SOLUTION: Base stations 11 to 15 equipped with hand-over control sections 11a performing hand-over control over respective mobile communication terminals have reception quality offset values 11b corresponding to moving speed thresholds by the base stations as parameters for hand-over control and standby control and the base station 11 which has received base station information including a moving speed detected by a mobile communication terminal during communication and received signal quality from the respective base stations 11 to 15 from the mobile communication terminal selects an optimum base station corresponding to the moving speed of the mobile communication terminal to perform hand-over control. The mobile communication terminal makes a hand-over to the optimum base station based upon hand-over indication information from the base station 11. A mobile communication terminal in standby mode selects the optimum standby base station and performs switching thereto according to reception quality offset values 11b corresponding to the moving speed thresholds by the base stations received from the base stations and the detected moving speed of the base station information. <P>COPYRIGHT: (C)2006,JPO&NCIPI |
