An apparatus and a method of providing a collect call service for a packet-call are provided to solve inconvenience and standby time caused by the connection of a collect call ARS. An apparatus of providing a collect call service for a packet-call comprises a sender terminal(100), an SIP platform(200) and a collect call charging server(300). The sender terminal processes a sending operation by transmitting an invite message when a user inputs a collect call ID symbol with a receiver number. When a call is connected, the sender terminal performs a collect call connection by transmitting video/audio capture image data. An SIP platform connects a call by transmitting the SIP message after confirming the tell URL of the invite message when receiving the invite message from the sender terminal. The SIP platform transfers the video/audio capture image data when receiving the image data from the sender terminal. The collect call charging server receives the video/audio capture image data from the SIP platform through the SIP platform when receiving the SIP message from the SIP platform, and process the charge after connecting the visual collect call between the sender terminal and the receiver terminal.
