A rare gas fluorescent lamp is provided to reduce a starting voltage without a change of a light distribution of a tube axis direction. A rare gas fluorescent lamp(10) includes an arc tube(11), a phosphor layer(12), and a pair of electrodes(13a,13b). The arc tube is filled with a rare gas. The phosphor layer is formed in an inner surface of the arc tube. A pair of electrodes is formed on an outer surface of the arc tube into an axis direction of the arc tube. A pair of electrodes is made of conductive paste. A conductive material(16) is coated on an inner surface of the arc tube with a strip shape. An intersection electrode part is formed on an outer surface of the arc tube. An electrode protecting film(14a,14b) is attached on a glass surface of the arc tube in order to protect a pair of electrodes.
