An underground power line setting apparatus with a rotation controlling unit is provided to enable to lead pipes into a case in order to easily and conveniently control the rotational location of the pipes on the ground. A hollow pipe(300) is led into a case. A plurality of resilient guide members(400) support the pipe elastically. A rotation controlling member controls the rotational location of the pipe. A plurality of first guide grooves(310) are formed on the external surface of the pipe. A positioning hole(330) is formed on the first guide groove. A top case(110) is combined with a bottom case(120).
