A heat exchanger using thermoelectric modules and a method for controlling the thermoelectric modules are provided to heat air at the initial heating stage in a short time by carrying out heat exchange between cooling water flowing through tubes of a heater core and air flowing by heating fins. A heat exchanger using thermoelectric modules includes thermoelectric module layers(100) positioned between a plurality of tubes(20) of a heater core and heating fins(30) between the tubes. The thermoelectric module layer is provided to every Nth tube among the plurality of tubes, wherein N is a value in the range from 2 to 10. The thermoelectric module layer is positioned at one or both sides of an upper or lower surface of the Nth tube.
