<p><P>PROBLEM TO BE SOLVED: To provide a pneumatic tire manufacturing method by which the productivity of a pneumatic tire having a hook and loop fastener in its tire inner surface can be improved, the deterioration of uniformity can be avoided, and the crush of engagement elements of the hook and loop fastener can be prevented, and to provide the pneumatic tire. <P>SOLUTION: The method includes steps of: covering the engagement element groups 12x on first sides 12a of the two-side hook and loop fasteners 12 with a protective rubber layer 13' formed of uncured rubber; forming a cylindrical first formed body 22 on a forming drum 21 by the two-side hook and loop fasteners 12 intermittently attached to an inner circumferential surface in a circumferential direction thereof with the engagement element groups 12y on second sides 12b of the two-side hook and loop fasteners interposed between; bonding the first formed body 22 to the inner circumference of an annular second formed body 24 by compression by expanding the first formed body into a toroidal shape, and thereby forming a green tire.
