PROBLEM TO BE SOLVED: To effectively utilize a time slot by using half rate communication and switching communication speeds without disconnecting data communication between a base station and a mobile station. SOLUTION: The base station 110 includes: an allocation changing part 216 for changing allocation of a mobile station during communication to a predetermined number of subslots; an allocation transmitting part 218 for transmitting to the mobile station allocation information including the allocation of the subslots changed by the allocation changing part 216 and the start frame of radio communication by the allocation; and a base station communication starting part 220 for starting radio communication with the mobile station by the allocation when reaching the start frame.
