PROBLEM TO BE SOLVED: To save energy by efficiently transferring heat generated from a heater to the fluid without loss. SOLUTION: This fluid heating device 11 for heating the fluid led in from a lead-in portion while allowing the fluid to flow along a flow channel, and leading out the fluid from a lead-out portion, comprises the heater 21 for heating the fluid, and a case 31 having the lead-in portion and the lead-out portion and forming the flow channel with the heater, and the flow channel is formed to surround the heater.
