<p><P>PROBLEM TO BE SOLVED: To provide appropriate intellectual education service according to a level of a low age group while improving certainty of information transmission of general broadcasting. <P>SOLUTION: A distribution side device 101 stores distribution information including the distribution contents, etc. and management information on a receiving-side device 102, when distribution scheduled time arrives, transmits basic information including a title and an attribute to an applicable receiving-side device, in addition, transmits the distribution contents to a transmission request source according to a transmission request from the receiving-side device 102. The receiving-side device 102 displays, on a top page: a local title list which is a list of titles with which links for outputting the distribution contents are provided, and in which titles concerning local attributes are arranged in order of distribution; and an intellectual icon for transiting to a screen for displaying an intellectual title list which is a list of title with which links for outputting the distribution contents are provided, and in which titles concerning the intellectual attributes are arranged in order of distribution.
