PROBLEM TO BE SOLVED: To provide a method of manufacturing a melt workable fluorine-containing polymer which does not cause bubbling and coloring when manufacturing a molding such as electric wire, tube, film, and the like, does not cause bubbling or the like upon the preparation of an electrode even when being used as an additive for a battery, and does not deteriorate charging and discharging performance especially when being used for a secondary battery. SOLUTION: In the method of manufacturing the melt workable fluorine-containing polymer by radical polymerization of fluorine-containing monomer in an aqueous medium, the radical polymerization is performed under the existence of a fluorine-containing compound having: a fluorocarbon group in which carbon atoms to which fluorine atoms are directly combined are continuously combined to each other in the range of 1 to 6 atoms; and a hydrophilic group.
