PROBLEM TO BE SOLVED: To prevent even a video signal including an edge uniform movement image from being determined as a 2-2 pull-down signal in error, and to perform sequential scanning conversion without increasing a circuit scale. SOLUTION: A video signal processing apparatus comprises: a moving block determination means for determining the movement of a block spatially on the same position in two adjacent fields of an input video signal; a vertical edge detection means for detecting a vertical edge in the block of each field; a moving block number counting means for counting the number of moving blocks in a picture excluding a vertical edge based on a determination result of the moving block determination means and a detection result of the vertical edge detection means; a moving field determination means for determining movement between respective fields based on a count result of the moving block number counting means; a pull-down pattern detection means for detecting a 2-2 pull-down pattern based on a determination result of the moving field determination means; and a pull-down signal determination means for determining whether the input video signal is the 2-2 pull-down signal or not.
