PROBLEM TO BE SOLVED: To provide a water-permeable and water-retentive pavement which has a water-permeating function while ensuring a high water-retaining function over the entire surface of the pavement, and to provide a method of constructing the pavement. SOLUTION: The water-permeable and water-retentive pavement 1 has imparted thereto the water permeability and water retentivity. To form a water-permeable and water-retentive layer 17 of the pavement, a binder is prepared beforehand by adding water to a water dispersible resin and mixing the resultant material, and the binder is mixed with fine aggregate such as single grain sand 14 to produce water-permeable and water-retentive resin mortar 16, followed by filling the resultant mortar into voids 13b in an asphalt mixture 13 or coarse aggregate.
