PROBLEM TO BE SOLVED: To provide a water spray curtain forming device capable of introducing a cool air into a building by cooling the air sent into the building by water spraying while preventing the sprayed water from spattering in a wider range. SOLUTION: This water spray curtain forming device 10 is disposed on the outer peripheral portion of the building 20 and sends the air introduced into the building 20 into the building 20 after cooling by the vaporization action of water by passing the water through a water spray curtain. The curtain is formed by so guiding the supplied water to flow down in the form of thread water along the vertical plane opposed to the air introduction direction. The water spray curtain forming device comprises: a water spray louver 22 having a plurality of bar-like members 21 arranged parallel to each other along the vertical plane opposed to the air introduction direction at intervals in the vertical direction and extending in the horizontal direction; and a water supply and water spray member 24 disposed just above the water spray louver 22 and having a plurality of water spray holes 23 for supplying water toward the top end part of the bar-like member 21 at the uppermost stage.
