PROBLEM TO BE SOLVED: To provide a fluorescent lamp capable of suppressing blackening of a tube end part with a simple structure, and to provide a lighting device using the fluorescent lamp. SOLUTION: The fluorescent lamp includes: a glass bulb 10 of which an inner surface is coated with a phosphor; a discharge medium which consists of 0.01-3.0 vol.% of oxygen and noble gas as the balance and is sealed in the glass bulb 10 at a pressure of 210-400 Pa; a transparent conductive film 11 mainly consisting of tin oxide and formed on an inner surface of the glass bulb; mercury sealed in the glass bulb 10; and a discharge generation means 20 arranged so as to generate discharge in the glass bulb 10.
